HOW TO COLLECT SIGNATURES FOR A REFERENDUM PETITION

TO CIRCULATE A PETITION:

To circulate a petition you must be a resident of Ohio and must sign your name to each petition as having witnessed the signatures on that petition. You cannot be a signer of your own petition.

THINGS YOU SHOULD KNOW

It's critical that the people who sign a petition are REGISTERED OHIO VOTERS. Only registered voters will count towards the 45,000 registered voters signatures required to put the sales tax hike on the spring countywide ballot The SIGNATURES must be READABLE! Printed names will not be accepted by the Board of Elections, you can print the voter's name above a signature that is hard to read. Having the first 3 letters of the voter’s last name clear and legible is critical because that is how the board of elections confirms the voter’s signature.

The ADDRESS of the signer must be his/her CURRENT address. If the person has moved since the last election they must fill out a Voter Registration form with the change of address before signing a petition.

Also, the DATE the petition is signed is very important. A person who is not registered to vote may do so before signing a petition by filling out a new Voter Registration Form at that time. The registration form should be held with the petition which the newly registered
voter signed. Because of the short 30 day time frame of this referendum, the new voter registrations must be sent to the Cuyahoga County Board of Elections attached to the referendum petitions. If the new voter registrations are sent in independent from the sales tax referendum petition the petition signature will likely not be counted as valid.

QUESTIONS TO ASK A
POTENTIAL SIGNER

1. Are you a registered voter? In what county? (Must be Cuyahoga County for this referendum)

2. Did you vote in the last election?

3. Have you moved or changed your name since the last time you voted?

WHERE TO GATHER SIGNATURES

1. Petitions can be gathered on public property (such as the Post Office, Library, Driver's License Bureau, etc.) as long as you don't interfere with the flow of traffic. If an
attempt is made to stop the process, you can ask "What statutory authority
can you cite for moving us?" Avoid
confrontation and focus on collecting valid signatures. However, please make a note of the identity/authority
type of the person requesting you to move on and send it, via the contact link,
to putitontheballot.com.

2. SIGNATURES can be gathered on private property with permission.

3. High traffic areas where 30 to 60 signatures an hour are possible
should be given priority.

4. Even though high traffic areas and plenty of volunteers are
important for the success of this campaign, we want to encourage you to gather
as many signatures in any way possible.
(Examples:
door to door, church, workplace, parent-teacher organization, retail locations,
summer events and anywhere the public gathers.)

HOW TO GATHER SIGNATURES

1. Working in pairs is ideal. One can solicit signers and direct them
to the table with a big sign reading "SIGN HERE". The other person sits
at the table answering questions while witnessing the signatures. Several
petitions should be available on clipboards at all times. Keep an eye on your
petitions. Do not let them be removed
from your care, control, and custody.
You are responsible for observing each signature. .

2. Don't argue with anyone. Your time must stay centered on collecting
signatures, not making converts. It's an honorable thing you're doing, act
honorably too. Don't waste time debating with one person while valid signatures
are passing by.

3. If someone persists in confrontation, simply thank them and
encourage them to move on.

4. An ironing board makes a perfect signature table – it is high and
long so you can lay out 2 or 3 clip boards with petitions so several can be in
the process of being filled out at once.
